Are they partnering with someone, or are they suffering? I would try to benchmark this first. If you go ahead and decide to deploy in-house software, you'll have to make the case that this isn't a cost center and is an actual strategic investment, otherwise it won't work. My take: every company that has an edge in today's market eventually turns into a software company too.
