Some engineers add value to natural resources, creating a certain kind of wealth that can not be accomplished any other way.
Others manipulate the wealth in financial terms in order to accumulate the funds and transfer to financial centers, diligently preventing widespread prosperity to accrue. This type of financial manipulation can become so sophisticated at extracting wealth, that the very maximum that can be gained from a given finite resource could be realized.
A virtual financial pipeline, not distributing but accumulating. But also not limited by the physical nature of a regular pipeline. With that infrastructure in place, it's a small leap to begin extracting more wealth than has been created, occasionally when the situation presents itself.
The next thing you know, the situations are being manipulated so the pipeline can be operated beyond capacity at all times for an extended period. Actually you're not supposed to know, but it's somewhat difficult to obscure forever, so even more effort is engaged until it becomes impossible to discern where the tipping point is when more wealth is being extracted continuously than is added fundamentally.
This is by design, please pay no attention to the man behind the curtain.
