  Because the later a train is, the more likely it is to disrupt other trains. So the amount of unpunctuality matters.

    In that case, "late" would be quantative.

      The article does in fact quantify: 15 minutes for certain ICE trains, 10 minutes otherwise.

        I'm not sure you understand. 15m late is quantative. punctual is binary.
