I can tell you that at my current employeer, they just did a re-org, and people were assigned seemingly randomly to front and back end roles. They then hurriedly reshuffled some people after complaints. I know someone put into a backend role that had the job title "Staff Front-End Engineer". I'm 80% sure they did the staffing in Excel, primarily worrying about what office the headcount was in.
