  I could imagine him having a variety of reasons, but in certain situations pretending it's only one of them, to apply pressure. I don't have any special knowledge in this situation, I'm just drawing on my understanding of people.

  He’d been threatening it since at least the Covid/Alameda County spat. It’s transparently just him trying to save 13.3% on capital gains taxes
