  I think he means that Google doesn't have all the information Facebook does and can't leverage that for advertising. For example, you can find someone's Facebook profile through a Google search but if their profile is locked down Google it missing their photos, likes, friends, etc. - stuff that would allow then to tailor their ads just that much better.
