I'm afraid I don't have a clueful answer to this right now because the people who know are on vacation this week. - alch- 2y agoI was able to check now, and indeed we can make exceptions for candidates who would earn enough to be qualified as a "highly skilled migrant". So I would definitely just apply and see how it goes.
