There is no requirement for 'state actors' to agitate the far right in the UK - the country's private sector media is dominated by outlets well known for their race baiting. Any sampling of front pages of the Daily Mail, Daily Telegraph, The Times, The Sun, Express etc will provide all the evidence you need. Blaming Putin is weak sauce.

There’s definitely money to be made in angering people to get clicks but who’s to say these media outlets are not involved with state actors or others who have nefarious aims.
