The problem with The Guardian challenging a narrative is challenging is that said narrative seems to be true.
Ars Technica and CNBC are both reporting that Boeing does not know what is causing the thruster failures. Without knowing that, no amount of testing that Boeing bragged about doing in that embarrassing Friday tweet can eliminate risk to NASA's satisfaction, and rightly so. If the cause were known, it's possible that NASA and Boeing could work around the issue. But since the issue is not known, it doesn't matter if 28 of 29 thrusters on Starliner are working, or 289 of 290; they're all suspect.
The article also does not mention SpaceX or Dragon at all except as an aside near the end. Thus there is no mention, as Ars and CNBC have also reported, of internal NASA discussions about using Dragon to retrieve the Starliner crew.
