Just upgraded. Did not encounter the issue in OP so I guess they fixed it. The one hickup I had was that it appears to consider packages from jammy-security (here: libcap2-bin) foreign and won't proceed without downgrading (which is neither a good idea nor straightforward). Solved by opening up mintupgrade in a text editor and commenting out the first "APTForeignCheck" call, after which the in-place upgrade went smoothly.
