It's not much about tech, it's about a collapsing society where people start to separate in isolated cohorts, sometimes even alone if missing others with similar views around. Tech itself allow for much more interaction, it's a neutral tool alone, of course as a neutral knife you can use it to cut a steak or your neighbor throat but what's happening are civil polarization NOT due to technology but to mere social collapse.
