Well that’s how it works and how it has always worked in the EU. Plenty of countries in which there are heavy investments do far worse. And honestly it’s not even that different from what happens with the US, the ceiling looks high but very quickly you get an idea of how courts are going to size fines based on precedents (you know precedents, this thing which is extremely important in common law). Personally I will take that above punitive damage going to the one suing and plea bargaining.
90% of the complaints you hear about here are more on the basis of “how dare they do that to our American companies” that actually based on the law anyway.
