I'd say more "He realizes FSD is nowhere near ready. He also realizes that there is a not-insignificant part of the populace who believe Musk every time he throws another '3-6 months' out to appease people." so from a financial perspective, it still (unfortunately) makes sense, because no-one with any influence is willing to call out the BS.
