Norway was the first nation outside of the US to get connected
to the Arpanet¹³³.
This was done to have for the US military to have "real-time" access to
seismic data from sensors in Norway, that would detect nuclear activity
of various forms. Primarily those in the Soviet Union.
I can at least say ARPANET was expanded to Norway for military purposes.
A family member of mine was the first foreigner to "chat" with folks in
the US via ARPANET.
And later given access to compute resources in the US, for work that was
a bit hush hush.
