This is the basis of SEO: The Search Engine has a customer with a need (read: a search term). The Search Engine wants to maximize that customer's joy. The SE will look to list sites in the SERP that it believes it can trust will bring that customer maximizes joy. Regardless of tactics, etc. if your site can't be trusted to bring joy to a SE's customer, you will not climb the SERP.
