  Court rulings like this rarely change law enforcement behavior. They do provide citizens with a ruling they can use to challenge overreach by law enforcement. So if you find yourself getting searched un-lawfully at the border, your day is still going to be terrible. You now have recourse.

    I think precedent could only be equally established for all states if the decision was made by SCOTUS.
