I don't think I'd go to either extreme, either always apologizing or never. Explanations are always nice when they're not hollow excuses, but IMO apologies are better when they're reserved for the times you sincerely fuck up and feel bad. I'm an early Millennial, though, so maybe just less civilized than my younger brethren, lol.
