Should really just start with kicking out increasing amount of diplomats and auctioning off frozen assets to pay for the recovery post some kind of legitimate trial. I never liked that sabotage was never considered a precursor for war but unfortunately we've been in the situation of allowing sabotage for a long time so now its considered not an act of war.
