Not sure about the U.S., but I think the DoD has something like an e-ID for access to classified sites/material? The Estonian digital ID was an attempt - the original version got broken because they messed up with the RNG, but it was an attempt and I think it's fixed now. The good parts of EIDAS across the EU are also an attempt.
