Can we like ramp up the penalties for corporations please!!! Are they based on hard set numbers or percentages or were they written when companies weren't worth

Can we like ramp up the penalties for corporations please!!! Are they based on hard set numbers or percentages or were they written when companies weren't worth billions and billions? I am sick of seeing absolute nothingness in terms of punishments to corporations.
