HMRC is a disaster, as an organisation. They opted out of the oversight of the Cabinet Office IT team that massively improved other ministries' software teams. When I was working for one, I heard they had spent hundreds of millions on a data server farm that was sitting idle and unused. The average tenure of a software engineer there is 6 months. It's a big mess. (All info is a few years old, it may have changed since, but I doubt it).
