I think states are more and more learning to navigate under the nuclear umbrella. The method is small doses of escalation. Which means that it is never the time to press the button. We have lots of conflicts involving nuclear states (USA, India, Pakistan, China, Russia, Israel Great Britain) but never since 1945 has it been used.
