In Canada where I live, public parks, which there are fairly numerous have public restrooms, however they started closing them after dark and in the city itself many of the places you used to be able to go without a problem like stores have now permanently closed their public washrooms or at least have a code / key you now need to get. Nevertheless, it feels like it's still much much better than places mentioned in the other comments.
