It's not uncommon to give subsidies for folks that can't afford modern conveniences (free phones, food, housing). I could imagine one could give out tokens, or pay cards that are only usable for bathrooms to those who can't afford to pay for it themselves. Not to mention a lot of us "pay it forward". I used to pay for the people behind me when crossing the Bay Bridge, or for the next person that was buying a coffee.
