To answer my own question - InteractiveBrokers. They offer NASDAQ, NYSE and Arca feeds for $1.5/mo each. That's one buck and 50 cents.
This requires opening a (personal) account with them, installing IB Gateway software (basically a proxy for their API service) and then talking to this gateway using their client SDK that has Python, Java, C++ and several other versions.
Opening an account takes the longest. Once that is in place, the rest is a matter of an hour or so.
Support is also really good, replies API-related questions in a matter of 2-3 hours with precise on-point answers. I am really quite impressed.
