Intelligence is the removal of uncertainty, if it does not remove uncertainty (state resolve from ambiguity by disposition) it is not intelligent.
Intelligence has this capacity. Yes, all life deals with uncertainty (soft core "entropy".) Intelligent design and behavior exists to some degree in every necessary part of it.
Why is that such a big deal? We don't care about random intelligent people, or animals, why is life's fundamental strategy challenge us?
Life feeds upon life. All we can do to not be savages is have a civilizing accord.
