It's harder to find someone in an elite university who completely lacks the technical ability to do their job. Of course they still exist. But the advantage of hiring from one of those schools ends there. For every "top 10 university" student there are 10 more capable ones from another school, you just have to work a tiny bit harder to find them. So ultimately it's lazy hiring.
