Not always so. Generally during the first call with a candidate I can filter out the people who clearly aren't going to be a good fit. But I've had people I was really excited to hire totally fail on the technical interview. And in some cases, turn belligerent when pushed on their solutions. There are plenty of engineers who are friendly and really good at talking tech, but missing some underlying qualifications.
