Not really clear who is actually moving here but seems like an insanely bad idea if it's actually a remarkable amount of the engineers that do the work. No one will want to move, the very best will have the strongest ability to pivot into a new gig, and effectively he'd just be 1) culling many of the most quality workers out of the company and 2) massively losing institutional memory.
