I think it's better to understand why a pharmacist or oncologist will not prescribe medicine that could kill a patient, due to either the Hippocratic oath or through malpractice. Most competent doctors will explain WHY they cannot prescribe something, and it's usually more specific such as "your liver is failing and this drug will accelerate that process, perhaps we can find something else".
