This is a control thing - if a city or county wishes to secede from the state, its website and emails can be shutdown easily now.

- plorkyeran 2y agoNo, cities do not have the right to secede and there's no legal mechanism for them to do so. California practices home rule and cities have a lot of power, but they still are overridden by state laws.
- c22 2y agoThat's okay. In my experience every time some place secedes they always want to redesign the website anyway.
