That's because what you've written isn't connected to the thread. Holding a country accountable for the actions and policies of a different country is a perverse metric. Does the US not care about nuclear because our German allies regulate against it?
If China wants renewable energy to succeed they should produce more renewable energy. That's what they're doing.
