Yeah I view different vaults as a way to selectively share access and somewhat organization as opposed to 2 different independent password stores. I can understand the need for your use case and it makes sense. I think the only way to do that with 1Password now would be multiple accounts which makes no sense from a user perspective. It would be nice if they went back to supporting your use case as well.
