It's unwise for one arm of Google/Alphabet to act in this manner when another arm of Google/Alphabet depends existentially on NHTSA approval. Google vs Alphabet vs Waymo LLC is a legal fiction; you, I, and regulators all know this. Google's actions reflect on Waymo, and vice versa.
