my understanding is that: a) the quad design works better at small scales b) it's naturally unstable and will fall out of the sky catastrophically if the computer fails. Standard helicopters can auto-rotate and land without power. We prefer this sort of safer design for passenger vehicles. Actual experts please feel free to improve my answer.
