What's an HOA President? A quick search didn't enlighten me (all the results just use the abbreviated form) but it doesn't seem to matter, so I'm going to continue under the assumption that HOA stands for "horticultural-ornithology association". It sounds like this person did something wrong. Sincere apologies can help. But if your goal is to "pacify the masses" and "make amends so to speak", then the apology won't be sincere. An insincere apology and/or lying can be successful, depending on the goal, of course. I wouldn't "advise" someone to go down that path, though.
