For a while this was basically how it worked for all intents and purposes. I assume it's not like this anymore, but we used to do this with live tv broadcast material: rush out a private youtube video of individual segments for Content ID to ingest while on-air (because somebody else was posting clips from the show faster than us, claiming Content ID and stealing the ad revenue from the broadcaster's official public video of the final show) Getting Google to care enough to fix that problem was harder and slower than a technical solution.
