Not necessarily. There are in fact ways to give that power to independent groups, and to protect them from capture. Diversified funding, transparent auditing and finances, whistleblower protections, short tenures, etc etc. Saying that it's just impossible is, again, awfully defeatist - and we can't afford not to try.
