I don't understand that someone just want chaos. I guess "Some people just want to watch the world burn". But negative leap second shouldn't be so noticeable since it will just be a jump from 31 dec 23:58 to 1 jan 00:00. Facebook made a lot of FUD about a negative leap second but I don't think it should be THAT a concern.
