This is really bad for the US response to climate change. 5 years ago, the thinking went, if you cannot get bi-partisan consensus on the problem, perhaps you could get consensus on the solutions. Then use renewable energy to deliver economic value to areas most against acting on climate. Use only carrots, no sticks. Perhaps the carrots were not sweet enough. Or perhaps tribalism and beating the other side is a bigger draw than economic benefits.
