Is the digital nomad dream over in Lisbon?

Knowing this as tourist only, mostly in and around Kutaisi, I could imagine to live there, if I hadn't moved elsewhere already. Language is hard/strange, alphabet too. But one can manage in english, or german even! (the latter was rather unexpected)
