NASA will only rent spaces for astronauts. The next generation stations are also smaller but will be launched in much larger chunks, making the price per volume much cheaper. And much more modern operation. NASA absolutely will not invest anywhere close to $100B in those projects. NASA budget will mostly shift to moon stuff.
