There's no doubt it's primarily run by ethnically Chinese individuals and probably mainly targeting (or rather, if the words of the founder of Anjie are to be trusted, victimizing) Chinese companies. What remains totally unclear is whether a Chinese company is behind this. Cyberscams targeting China from Southeast Asia are a well-known problem.
