Ah, so bribery is OK as long as you simply imply you will receive gratuity if you scratch my back (and then receive it afterwards), rather than receiving gratuity upfront in exchange for doing something. An astoundingly stupid ruling, but one that makes sense when you look at some of the 'gratuity' the current justices have received.
