What terrorist has this kind of money? Serious question though. Like I get many north Korea or an Iran back group many being able to fund this stupid decision which would wipe them off the map if they ever funded terrorists using nukes....but who has the money laying around to buy a nuke for terrorism and the technical knowledge?
