Most of the subsidies listed in this report are rebates and sales tax exemptions, which benefit people who buy EVs. Those subsidies are also available to foreign manufacturers that sell EVs in China - most notably Tesla. Very similar subsidies exist in the US, such as federal and state tax credits.
