Apps signed using code signing certificates that are in turn signed by roots in the OS trust store should run no questions asked (unless they are revoked of course), there needs to be a way to bypass this too, but that can be a "developer mode" of sorts and doesn't need to be easily accessible to the masses. (Thinking of something like Androids "tap the build ID 7 times to become a developer" approach.)
