No the laws will be whatever eventually will be shaped by the majority / more vocal / powerful part of the population. The same way that every state writes laws.
It just does not make sense to have laws in a jurisdiction that are not aligned with the views of the habitants. It's like passing an anti drug law in Medellin. Good luck enforcing it to the cartels of the neighborhood.
