  The sentence you quoted referred to national elections, i.e. pertaining to the Council vote. You linked to the European Parliament vote, and that vote actually, if I recall correctly, was to prevent Chat Control (i.e. the harmful provisions).

    National elections are dominated by the same parties that dominate European Parliamentary elections.
