They are nominally all "free and open source". Is there any expectation to build a business? Just doing work on a library or basic hardware concept seems a good thing off hand. The page mentions (1) "small and medium grants [...] to improve the quality and maturity of the projects" And (2) "Practical support includes security and accessibility audits, help with licensing compliance and mentoring". Sounds pretty down to earth and practical terms to me (if the fine print reflects these broad lines.)
